In 2002, the Chief of Naval Operations developed a framework, called Seapower 21, to align, organize and integrate the U.S. Navy to meet the challenges ahead. From this effort, NAVSEA established Seaport Enhanced (Seaport-e) Multi Award Contract (MAC) vehicle using a web-based, e-business procurement portal to facilitate performance-based service acquisition, leverage its more than $4 billion buying power and reduce cycle time. SeaPort-e is the U.S. Navy's IDIQ contract for a wide range of engineering, technical, and programmatic services and solutions for the Virtual SYSCOM (NAVSEA, NAVAIR, NAVSUP, SPAWAR, SSP, NAVFAC) as well as CNI and the U.S. Marine Corps.
